Bastion Merc not casting Prismplate

The bastion Mercs ability prismplate is not being used by the bastion when I am in combat.

If I am out of combat and take any health damage, like leap slam with a life tap gem, he casts it whenever its not on cooldown. If I am in combat he never casts it.
