Is Cruel Mistress unreasonably rare?

I've ran 100+ maps, always keeping my exile pool filled (with non-int ofc)....and I haven't seen a single one since the campaign.

Yup same here, after I hired the one I have I haven't found another in several days. I need an infamous cruel mistress with zealotry and despair.

Took me till 95ish to see my very first one, now I swear I been seeing her every half dozen maps.
The universe knows you're looking, and is currently stuck in 'make everyone suffer' mode, so find something else to look for/stop caring and she should pop up fairly soon after. |

Maybe Induced_Pandemic is on to something… she’s certainly not helpful for either of my characters! I find it difficult to justify optional purchases to support a Tencent-owned development studio that declines to provide customers Technical Support, regardless of how many thousands of euros that customer has spent...

It may be just because there is a big pool. I've been wondering if my current Merc is blocking me from getting a higher level one, since I have not seen it again since I hired them. People say it is possible though, so I guess it is the randomness, while getting some of the other ones repeatedly.
