No textures load or take forever to load, when i open a new map

Only started this league. fine every previous league to this. When i open a new map the floor textures dont load or take forever to load in this is whilst you move through the map, my own attack doesnt load until i use it after a few times, the monster textures dont load in until they are on screen for a few seconds, boss attacks and monster attacks dont load and i typically die because i dont see them,

I have tried everything and checked all previous bug report forums where this exact issue has been reported, nothing has been said on how to fix this from staff in previous bug threads, the game is unplayable for me at this very moment and i dont know what to do about it.

I use a SSD, i put all the graphical settings to their lowest to see if thats the fix but its not, my pc is way above minimum and recommended requirments, ive reset all shader caches to see if that would fix it not fixed, tried updating drivers not fixed, tried tinkering with nvidia control panel not fixed. just wanted to add that in case there is any assumption its a hardware issue when its not.

Its as though the game is recompiling shaders every single time i open a new map regardless of how long ive played the league for thats the best way to describe whats happening and in some weird way the game has decided that i dont have those exact shaders that i had prior because it does the exact same thing in a new map of the same area.
