Gem level calculation

So the Holy relic is LVL 20


+1 From Ashes


+1 From Added Chaos


+1 From Minion Damage


+4 From Empower


gemgraft +1 for the supports (what gives minion damage the +1)


Expected total => lvl 27
Reality => lvl 26
If i take out added chaos - loses level
if i take out minion damage - doesn't change

Note:

When the gem naturally leveled to 5 - it started giving the +1
