Latency Ramping

I have major issues even logging into the server get the unable to connect to server error. but when i do get in i see major latency ramps ups until i get disconnected. changing gateway has no impact as the ramping up happens on all gateways.

im also having the same infinitely ramping ping issue and i have 100mbps wired connection. also sometimes i get stuck in loading screen forever
