Runegraft of the Novamark bugged for Voltaxic Burst

Voltaxic Burst doesn't attach to enemies when using Runegraft of the Novamark, and it feels like it should attach the voltaxic burst to the enemy like how it works when you selfcast voltaxic burst.

Turns out, runegraft of the novamark also bugs selfcast voltaxic burst, it seems to make it also not attach to your character and instead explode where you cast it.

I feel voltaxic burst is a forgotten spell.
I'd love if GGG would acknowledge if this is working as intended or not.
Was planning on making this a 3rd build until i saw this issue.

Seems like the spell "casts" and aims as you trigger it, and not as it explodes.
A fix with this would bring this skill to a useable level. (at least with the duration delays )
