+1 Minimum PC Recipe gone?

Was +1 Minimum PC recipe removed and it can now only be unveiled? It doesn't show as an option for my ring and doesn't show it as undiscovered either. Instead I get frenzy charges twice. Is it a bug? Screenshot below.
