Chance to encounter Ore Deposits is not increased by blocking other Extra Content

I have blocked all but Kalguuran extra content, which should result in extra +18% chance on top of the base. Yet after running 120-150 maps I've encountered ore deposits naturally about 10 times, which makes me believe it hasn't been improved at all and still stays at the base chance of ~8%.

Otherwise every 4th map would have had ore deposits (26%).

I've ran a lot more maps and this is still true.

Additionally, I am seeing Smuggler's Caches much more often, making me think the extra chance is still applied to it instead of the chance to encounter Ore Deposits and this part wasn't properly updated in 3.26.
