Pyroclast/Storm Blast Mine doesn't work with THE DARK MONARCH

Pyroclast/Storm Blast Mine doesn't work with the Dark Monarch helmet, there is nothing on the helmet that suggests it shouldn't work but when I try to throw a mine nothing throws at all, i have plenty of mana not reserved but still doesn't work.
