Mercenary SteelSkin Ally skill not doing anything

I have a Swiftblade Str/Dex mercenary named Crabil Alo that has SteelSkin Ally skill listed with tier 3 Greater CoolDown Recovery. Tool Tip says "Applies a buff to an ally which can take some damage from hits before being depleted.". I have never seen a SteelSkin applied to my character. Have no other allies that it could be applied to.

It is not on the mercenaries skill list but it appears to have a skill that is creating short lived clones of itself sometimes. Edit: My mistake. This is from Vaal Double Strike so is one of the listed skills.

All other skills appear to be working correctly on the ally.

Yes, the same for me. Swiftblade with Steelskin + GCR3 + more duration lvl2.
My character has never gotton the buff.
It cast's Steelskin only on itself.

Got another Swiftblade with steelskin ally. Still does not work.
