No Option to Disenchant at Rog

Not sure if there's something I'm missing here but when I speak to Rog, there's no option there to disenchant anything. I have people hired and assigned to it and that hasn't seemed to do anything for me either.

same for me everything works but cant disenchant and send ships

Got more folks here with the same issue. Emailed support and they said they have no help and to post in this forum for it.
