Rog not giving option to disenchant on Standard

As title, I'm on standard on a character that was into maps before settlers went to standard. Everything else about Kingsmarch seems to be operating fine (though holy shit, do mappers die a lot) except for Rog not giving me an option to add items to disenchant. I have workers, I have added them via the city management screen to the disenchantment work assignment, but Rog only gives me the option to sell items or his 3 conversations, nothing else.

I have searched everywhere I can think of but all information I find is only relevant to the challenge league and involves upgrading the city and doing an intro quest of sorts.

Same problems here, the whole Kingsmarch is botched. No Ore stuff spawning and nothing works in Kingsmarch. No work being done.
