Chaining and Hydrosphere/Tornado

There used to be people who chained off of Hydrosphere for better single target damage.

However, the Chain page on the PoE wiki states the following:

Chaining does not allow shotgunning: enemies that were already hit by a skill use firing simultaneous projectiles cannot be hit again by chaining projectiles from that skill use (by any projectile in that set).


Doesn't this clearly state that chaining off of Hydrosphere or Tornado to gain more hits on a single target should not work?
