Shaper of Winter - consider changing to "enemies chilled by you"

Current "Enemies Chilled by your Hits lessen their Damage dealt by half of Chill Effect" does not apply to Chill from player's skills that do not hit an enemy. It would make it more unique and not 1 to 1 as the unique ring.

I agree, it shoehorns the Ascendancy into a hit-based play style for defense.

Conditional defense like this is inherently weaker than something like Fortify granted by new Champion, but serve the same purpose. Considering the top-side is in need of a defense balance pass, this node should absolutely lose its hit-based requirement.
