Str and Int stats dropped

I took about a 1 month break from playing and when I logged in to play my inventory showed a number of items that I couldn't use do to low str and Int stats. I checked my stats and both str and Int had dropped to base numbers, why did this happen and can I fix the problem?

Which league(s) did this happen in?

If it's a permanent league (e.g. Standard), it's likely that your passive skill tree was reset - in which case any attributes you were receiving from the tree were stripped from your character. This can have a cascading effect where equipment that provide an attribute (e.g. Gloves that provide you Dexterity) get unequipped, and so you lose the attributes from that item as well.
