Spending Tree Points

Hi every one

I am a new player so please take this into account. The situation is such that when I do not have my skill points in the skill tree I can still spend these points in some way, I'm not sure but I think they appear in Weapon set points. Is this normal or is it a bug?

Passive points are earned but only affect your character when allocated in your passive skill tree. They cannot be used in any other way. You do not have to apply them as soon as you earn them. There is an icon with the number of unallocated passive points you have available to the left of center at the bottom of the screen. It disappears when you have allocated all available points.

Are you talking about POE1 or 2? This forum is about POE 1.
