Rattling Sceptres

Level 93 Lich. Haven't seen +4 sceptres but just once and +3's about 3 times now. And the +4 had the audacity to fkn poof when I chaos'd it since I didn't get lucky enough to get spirit on it after exalting all mods. Not to mention not even once have I found an amulet with + to minions skills. NOT EVEN ONCE. Not even +1. WTF is this? This is unacceptable. They are just too rare. Both of em'. I think this needs to get adressed and it needs a buff. I don't know how big the buff should be but it clearly needs a buff or two.
