Decaying Hex Support doesnt combine with other support gems

Despair is spell skill that with the decaying hex support inflicts non-ailment chaos DoT debuff. Only after supporting despair with decaying hex the following gems show that they support despair but dont boost the damage at all (tested at the colossus boss)

Mentioned it in my Hand of Chayula thread, but reaffirming here: Decaying Hex doesn't propogate to Hexes spread from Hexbloom. My monk slots Despair, Decaying Hex, Chaotic Freeze, and Hexbloom (along with Sniper's Mark) onto Hand Of Chayula. The initial target is properly affected by the DoT and takes Freeze BuildUp from Chaos Hits. After dying, the Despair Hex is spread via Hexbloom, but Decaying Hex (and subsequently Chaotic Freeze) fails to spread.
