Has anyone used it? Why would you want it? 30 crit seems quite low concidering all the ignite damage you take.

It's MORE crit multi. It's very strong

as the guy above have mentioned, its a "More" instead of "Increased" crit multi so its a multiplicative effect instead of additional damage. with the unique belt that can consider you low life at 75% hp, taking the other infernalist ascendancy node that reserves 25% hit points will instantly give the low life status. if you are willing to make your way down the tree for pain attunement, i can see this a way to do a crit built.
