game freeze when in party and people start spam skills and in blight

game freeze when in party and people start spam skills
and loading forever when entering simuclam and people inside spaming skills
and also game freeze in blight it start with lowering resolution till totally freeze
i can't do anything other than alt ctrl del then restart pc

using windows 11 23h2
tried directx 11 and 12 both same
using laptop gpu nvidea gtx 4050 laptop gpu
16 giga ram with virtual ram 12~24 giga ssd
cpu core i7

why this happen and how to solve it ?
it's new laptop it can't handle the game ?!

playing on 1920 resultion no upscale and max fps capped to 60
tried playing on 4k but computer fan started sound too high so i lowerred it
