eternal damnation rebalance

hi, so eternal damnation got absolutely destroyed after the patch, from a 3-5% usage across all builds on SC and HC in necropolis to pretty much less than 0.1% in settlers. i think its fair to say that unless its receives a rebalance or some sort of buff its probably going to be another dead unique item.
was wondering if perhaps you guys can make it compatible with maven belts?
maybe instead of "max charges is 0" you change it to something like "cannot have power/frenzy/endurance charges" but in a way that wouldnt synergize with ralakesh's impatience. just some food for thought.
