PLEASE rework Dominating Blow

The temporary Spectre jewels have never spiked any interest. Rework Dominating Blow to this mechanic.

The current DB is visually polluted and quite frankly nowhere near as interesting. The Vaal version just cranks up the visual pollution to 11, so remove it - Vaal minion skills are bad concepts.

The only reason not to do this is damage/balance, but you've managed that for spectres so I don't see why it wouldn't work in general unless some spectres just suck beyond belief - in which case you should probably fix those too, tbh.
