Enable bosses to drop a +2 tier map even if you have not completed any of that tier

Currently they can't, and it makes for contrived tier-hopping gymnastics where you are incentivized to not run your 2nd-highest tier maps. It's just so bizarre.

You can spec in your atlas tree that maps drop with +1 tier. So if you’re running a T14 and a T15 drops it has a chance to drop as a T16 map instead.
