Make Vaal Temple map witnessable by Maven

It's completely unfair that Vaal Temple strategies (+Twist of Fate) are banned from using Maven influence for no good reason.

i've always assumed that vaal temple map is considered a special map. it is a pseudo unique map and actually shouldnt be considered as part of the normal map pool.

something like oba's map.

but on another hand. i do feel that ggg could review vaal temple and certain unique maps to allow their bosses to be witnessed and adjusted if necessary.
