Option to Disable Skill Bar Autofill

It is really annoying putting my skills exactly where I want them on the bar and then having the game autofill new skills in those positions whenever I move any gear around. Maybe autofill is useful for new players that don't know about assigning skills to the bar, but for the vast majority of the playerbase I have to imagine this is just a constant source of irritation. One simple option to disable this behavior would solve the problem.
