Ritual scarabs should spawn ritual

I have ritual spec'd in my atlas tree, it's not blocked or anything. I feel like when adding multiple ritual scarabs, I feel a bit cheated when it doesn't spawn. To get around this i can pay for the map to have it via the map device. But that's not exactly the most inuitive. It's also not always in the map device every league.

It's in the map device though so its pretty normal for the scarab to be removed from rotation for this league.

Its both good and bad, if you can juice it to generate the currency to spawn it then everything's golden but if you can't then it definitely feels quite painful not having any scarabs.
