Need Help with Lag Spikes

I'm not sure what entirely is going on but I only really have this issue when I am playing Path of Exile.

But when any one in my apartment is live streaming something.. We have checked with Hulu Live streaming and Now With Direct TV Streaming but I get these large spikes that square off on the top like in the photo listed and it makes me stutter in game and it gets to be pretty consistent which makes it extremely hard to play at all.

We tried turning on QoS for the wired connections and Disabling for the Wifi's the TV's are connected to and it did not help.. I'm not sure what else we can do to help stop these.. If anyone knows anything at all please help.

We have Fiber internet with 100MB's limit and we have one of the newest Netgear Night Hawks so it shouldn't be equipment based.

Another note is I am a Wired Connection.
