Server Rollback and instance crash epidemic

I am playing Flicker and specced into harbingers. I have been server rollbacked a LOT this league. My instance has crashed more often than rollbacks. I would say I lose 20-30% of my maps and scarabs to either an instance crash or worse a full rollback. This is very obviously a server error and not on client side but
My PC specs are:
AMD Ryzen 5 3600X 6-Core Processor 3.80 GHz (not OC) water cooled
AMD RX 6950 XT
32 GB ram
500 gb NM ssd
Win 10

My network is steady at 30ms ping until a harbinger is on screen, then it looks like I suddenly switched to a satellite connection!

I was loving the league, but now can barely play my build and am going broke because of the CONSTANT instance crashing.
