Inability to turn off Delirium graphical effect?

Was this argued seriously at some point in the past? Are the devs against it? If so why?

It seems insane that there's no option to turn off something that triples the graphical demand of the game, while making the game look worse. Usually a graphical increase is a trade off for making a game look better.
