Performance issues

Hey guys I just got a new computer Ryzen 7, Nvidia 4070 super, 32gb ram. I can't get above 25fps and not even on the best settings. What's going on? Also my texture quality is greyed out on medium. I read in other posts that means VRAM is low, but I have a 4070 super...
