Random Freeze Frame for 3 seconds

CPU: i5- 12600 3.3 Ghz 6-Core
GPU: Asus RTX 4060 8 GB
RAM: 2x8 GB DDR4-3200 CL16

Renderer: Vulkan, but occurs for all 3
Triple Buffering: Enabled, but occurs while disabled
Multithreading: Enabled, but occurs while disabled

Occurs around 45s into the video. Note that the mouse will still graphically move the whole time.

This doesnt happen only in combat. Can happen in town or at hideout just with stash open moving items around.

Usually get a freeze on average of once a minute but can be as rare as every 10 minute or as often as 3 times a minute.

I have uninstalled PoE once and reinstalled fresh (with this league) and have used the check integrity application in the PoE folder. I have also kept up to date with BOIs and Graphics Card drivers.

Im sure I missed something but I have no clue what.
