Complete Port Quotas challenge

Well, many of us are know already that upgrades rise amount of resourses you need to ship.

I did not run shipment much during my atlas progression, but upgrade town just regulary. Now I sit at 13/30 with about 100k+ ore in requests, around 1k ore from single point of ore on t16 map and feel extremely punished for did upgrades.

My only hope (burned, ha-ha) is refreshing crop quotas, so I can wait at least and just farm gold for farmers. So, two questions:

1. How quotas refreshed?
2. Maybe devs need to lower amount of resources you need to ship?

Bars count 5x towards so make them into bars.

Theres also a trick you can do with making an SSF character I guess and getting up to that point again.
