Huge latency spikes in some zones.

When i am playing in a party with my friend, I get latency spikes, he does not.
We have used WinMTR as suggested in https://www.pathofexile.com/forum/view-thread/1377789 to analyze the route. We are both standing in the same zone running WinMTR at the same time.

We both have the same internet provider as you can see from the logs.

What gives? It it at a point where i am dying to the lag, and it make the game more or less unplayable.

I played the first 2 weeks just fine. Now I get 25ms - 4,000+ every 20 seconds regardless of zone. This has been a known issue for years but it's crazy frustrating as the game is unplayable.
