suggestion to balance out t17

As you may know t17 right now are mainly used for giga juicing and scarabs being priced around t17 maps.
My suggestions.
Make strictly t17 scarabs and dont allow normal scarabs to be used on t17 the ones we have now.
Make those new scarabs drop from strictly map boss drop or some other way to drop and make them only t17 map usable not lower tiers.
This would help out current unique economy because current uniques have dropped way too much in price cause t17 are just that abusable with certain game mechanics.
T17 maps should not be the main focus of juicing content instead it should be the currency sink to get uber boss fragments.
