Having so much performance/fps Issues this league I really need some advice or help...

Hello everyone
I've been playing the game continuously since 2012 and I've never had such a performance problem before. My system features are sufficient to play most of the games on the market, I get very good results in benchmark tests, and the sad part is that I only have PATH OF EXILE installed on my laptop. I played this league "siege ballista" and constantly playing games with 10-15 fps eventually led me to go crazy. I tried various things to increase system performance,but problem is not my spec . I turned off the sounds completely. (logs)reduced it to 50% with Scale,lowered all the graphics settings you can think of. Whenever I turn on Blight on a t16 t17 map,Or whenever ı do 100% deli it is crazy like i dont want to play a game with 10 fps lol .. I just wanted to open this issue and learn about your experiences in this league. Is it just me or is everyone else having the same problem? Coz I play 4-5 leagues with this laptop and this is first time for me to get upset with the game just because of fps issues at high tier maps. Also what u think of the choice between dx11-12-vulcan what u choose and what dou think best for fps problems. I just deleted my build ..
