Give ore and smelted bar price to upgrade town please.

I am getting bottlenecked by ores right now when I have more than enough smelted bars of that resource. There should be another upgrade cost that uses less bars if we don't have enough ores. Unless you guys want to put it a threshold where smelting stops.
