Unplayable network latency spikes at peak times. WinMTR provided.

Hi ive been experiencing high ping spikes in my maps during peak times on the London (UK) server. I've let winMTR run whilst mapping and it looks like I have packet loss across the board? Can somebody help interpret these results? is this at GGGs end or my ISP?
