Very high latency of >200ms in some zones

Hi GGG support,

I'm experiencing very high latency in some zones of ~250ms as of the 3.25 release. I wasn't experiencing this during 3.24, at least as far as I remember. My usual latency for last league was around ~20ms. I am still using the same computer and WiFi as last league.

This latency seems to be set during the loading screen. For example, I can enter a map that has a latency of 250ms, die, then re-enter the map and the map will suddenly have a regular latency of 20ms. This number will vary as I do actions in the map, but it will keep the floor of ~20ms.

Entering a new map or my hideout will then often set a new latency floor of ~250ms. This number will vary as I take actions in the map, but it will never go lower than ~250ms until I load into a new zone, where the new latency floor will be set.

More often than not, the game's latency is ~250ms which makes the game completely unplayable on Lockstep. I'm a dirty Sanctum main, so running the game in Predictive often rubber bands me and gets me killed.

Weirdly enough, if I stand really still for some time in a ~250ms zone, my latency will go down to ~100ms. As soon as I move this number will jump back up to ~250ms and stay that way. This number will not go down to ~100ms again unless I stand still again for a very long time, at which point it will stay at ~100ms until I move again.

I've tried the following to fix this problem and none of these changes had any impact on my latency, which is always either ~20ms or ~250ms when loading into a new zone.

I've tried:
- hotspotting my phone rather than using my home WiFi
- moving the game to a different drive
- setting all my graphics settings to the lowest possible setting
- swapping from Vulkan to DirectX11 / 12
- verifying my game files on Steam
- turning off all of my auras and mtx in-game
- closing all programs but Path of Exile and Steam
- ensuring Steam was not trying to download anything in the background
- swapped between Windowed, Fullscreen, and Windowed Fullscreen

PC specs:
- Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz 2.59 GHz
- Windows 10 Home (v22H2)
- 16GB RAM
- NVIDIA GeForce RTX 2080
