Skill skin causing lag

I just bought the Demonic Storm Call Effect skin, but using it with lots of cast speed causes the game to lag a lot. I used it first on my notebook and thought it was because my system wasn't very good, but the problem persists on my desktop as well. I'm using DX12 on both systems and had no technical problems so far in this league.

Notebook:
GPU: GTX 1070
RAM: 32GB DDR4 2666MHz
CPU: i7 7700HQ
SSD: NVMe 3500mb/s

Desktop:
GPU: RTX 4080
RAM: 32GB DDR5 6000MHz
CPU: Ryzen 7700X
SSD: NVMe 7400mb/s

Is there a way to get a refund on the skin?
