Please make local heist port

My game freeze a lot, so I can't really do juice or big content, it's sad but w/e. I'm trying to do a lot of heist as I don't freeze to luch on this but whenever I go back in the heist port, my game either take between 1 and 2 minutes to load, or just simply crash. This doesn't happen when I load in an instance where there's only 2 other people.
Would really appreciate if there's a way to localy instance it.

Sadly it's years that there is this problem, the optimization of the game is very bad. Also Bright map is awfully.
