Latency Spikes every few seconds

I have been having issues with lag spikes this entire league. It is getting to the point where it is unplayable. I would have this issue every so often during previous leagues, with it almost never happening in the last two, but never this bad and frequent.

I did the WinMTR while connected to Washington DC and sitting in Kingsmarch and got the following, but unfortunately I'm not that tech savvy to know where the packets are being lost at (https://pastebin.com/T3SpBpNb).

Since it was requested to include My Rig: NVIDIA GeForce RTX 3080, Driver version 556.12, Inteil(R) Core(TM) i7-8700K CPU@ 3.70GHz, 16GB RAM.

DirectX12, VSync Off, Triple-Buffering Disabled.
