Packet Loss in WinMTR
I get very bad ping spikes in-game. WinMTR shows ~20% packet loss at every hop past 192.168.0.1. Is this an ISP problem?

" yes. 192.168.0.1 is your router in your home. Next hop is the ISP hub. Call your ISP. The issue can be anywhere between your modem/router and their hub. I would recommend doing a few different tests to other locations... 8.8.8.8 (google dns) is an easy one to test with.
