Stuck in Highgate - Act 4

I have the quests to go to the outside-of-Highgate mines, but the gate to the mountain will not open. I got the Banner of Deshret and used it to open Niko's mines. Tasuni says the gate is now open. Just a wooden gate. Clicking on it does no good. logged out and back into the game. It still just looks like a wooden gate. This is stopping my game progression. Any suggestions? GGG, is this a bug?
