Packcheck.exe not functioning

Launcher tells me that my pack file have to be repaired with Packcheck.exe. Issue is that this exe says its corrupted and it can not be read as well X)

I tried to google, but didnt found where I could get this tool without full game reinstallation?! (tried to run installer or lure launcher to redownload this file, didnt helped).
