A little suggestion, retaliation skills should be INSTANT ATTACK without attack speed dependent.

Like in many action games, when you block an enemy's attack, you can have an INSTANT counter attack. But in POE that retaliation skills still depend on attack speed, which makes it feeling too slow.

Where on the other hand, ATTACK SPEED is a mechanism restricting the times of attack within a certain period of time, while retaliation skills already have the CD mechanics.

Retaliation used to be be completely independent of anything else, you could build around it and go full block builds. Now, the devs have made it very well known they do not like the skills and have set them up as an afterthought. They can not be a main skill, they are a clunky gimmicky slam skill with conditions.
Yup, I wanted to make a cyclone / crushing fist build in the hope that you can retaliate while channeling.. Nope... It's super slow and breaks the cyclone. Slams are already slow attacks. Retaliation should be instant or at least there should be a notable or jewel that enables this
