Victario's Secrets - No skill book [SOLVED]

Hello, this is the second time i post this issue. The first time i posted it on bug reports with the client tag. I am sorry if i shouldn't have. So:

I got no skill book from Victario's Secrets in Act 3 on my witch. I am 100% sure, i checked /passives. If i go to search again for the stashes they don't drop the platinum busts. It is not in my inventory and it's not somehow invisible (i moved items around in my inventory). There's nothing in my stash (they can't be moved from inventory).
The npc doesn not have them as a quest reward option (there's no additional new option, like when you usually miss a quest reward).

I shall note that when i did got to him to claim the reward i was having HARD rubberbanding, like 3k to 10k ms. I ctrl cliked the skill book, after the lag was gone, the npc windows was closed and it wasn't in my inventory either.

This happened on Jul 30, my first post was made at 4:22:47 PM

I logged in today and the quest appeared in my quest log for act 3. 2/3 stashed were empty, the third had one. Quest complition worked.

Idk what happened, but it is solved now. And no, 100% i did not have that quest before.
