Network Problems / WinMTR

I'm currently experiencing a ton of rubberbanding issues on both Predictive and lockstep. Lockstep is pretty unplayable for me even though I have under 30MS. It feels like I have a ton of input delay with Lockstep. Any help would be greatly appreciated.
