Huge latency with all servers, even with the ones that say 30 ms

I just reached maps, and they are literally impossible to run due to latency. I have not experience this during act 1-10.
If i go with predictive mode, i attack and then a half a second later something happens. If i use movement skills, i teleport back and forth between where i was and where i am supposed to be.
If i go with lockstep mode, then i lagg like hell, sometimes the screen freezes for a second, the next second everything speeds up to catch up to the present, and im usually already dead by that time.
