Variance in latency between instances of same zone since Affliction league on California Gateway

This issue has persisted since at least affliction and I have seen multiple people post about it but no response so I am posting it again with the new league. The issue as stated in the title is that depending on the instance of a zone the latency I have can range from 22ms consistent to 76ms consistent so from playable and enjoyable to clunky and not fun. I can work around this in campaign by creating a new instance until I get a new one with good latency but in maps and lab I can't, I either lose the map or restart lab or I can switch to predictive mode but it shouldn't be on me to have to do this to play the game. I am no network engineer but it seems like there are certain servers on the gateway that aren't being routed to properly. Below are picture of me standing in the same spot in two different instances but with wildly different latency.
