Game Failing to launch

I've been trying to get on the game for the last 2 days in preparation for new league Friday and I cannot get the game to open properly. When i attempt to launch the task manager (in efficiency mode) and steam both say the game is running but the game never actually come up.

Things I've tried:
- Uninstall and reinstall the game both in steam and from the site
- Running as administrator
- I've tried adding --nologo and --require-launch to game target
- Completely restarted computer a few times
